J. Schumann, Jr. who on oath <br />says that he is Business Manager of the Vero Beach Press -Journal, a weekly newspaper published <br />at Vero Beach in Indian River County, Florida; that the attached copy of advertisement, being <br />a <br />in the matter of n n 11l `, a - l . 2,A , 2 ! Definitions: the words, <br />"nursing home or convalescent home" to in- <br />clude only the strict definition of a nursing <br />home or convalescent home as provided in the <br />licensing procedures for the State of Florida <br />and to develop a new definition for "Home for <br />Aged," which will appear in Section 2 between <br />the defined words of "Home Occupation and <br />Hotel," which definition shall be defined as a <br />home, institution, building or residence, public <br />or private, whether operated for profit or not, <br />which provides maintenance, personal care, or <br />nursing for a period exceeding twenty-four <br />hours to three or more ill, physically infirmed, l <br />convalescing, or aged persons who are not, <br />related by blood or marriage to the operator. <br />The definition shall also provide for ex -1 <br />clusions. <br />Board of County Commissioners <br />of Indian River County, Florida <br />By: -s -William C. Wodtke Jr. <br />':!uly 13,1979. <br />ATTORNEY COLLINS EXPLAINED THAT THIS AMENDMENT TO ORDINANCE <br />71-3 HAS COME ABOUT BECAUSE OF THE AMENDMENT PASSED LAST MONTH PLACING <br />NURSING HOMES IN THE C -IA DISTRICT. THE DEFINITION OF A NURSING HOME <br />IN OUR EXISTING ORDINANCE IS A VERY BROAD DEFINITION THAT MEANS ANYTHING <br />FROM AN INSTITUTIONAL NURSING HOME TO A WIDOW TAKING IN THREE BOARDING <br />RESIDENTS, AND THE COMMISSION WAS CONCERNED ABOUT INFORMAL NURSING <br />FACILITIES SPRINGING UP IN THE C -1A AREAS; HENCE THE REDEFINITION OF <br />NURSING HOMES TYING THEM INTO FLORIDA STATUTE 400.062 AND CREATING A <br />NEW DEFINITION REFERRED TO AS "HOME FOR THE AGED." <br />PLANNING DIRECTOR REVER STATED THAT HE HAS DISCUSSED THIS <br />WITH THE ATTORNEY AND IS IN CONCURRENCE WITH THE PROPOSAL. <br />17 <br />BOOK 4i FADE 420r <br />
