EXHIBIT "A" <br />SCOPE OF SERVICES <br />SECTION I <br />A. Project Objective <br />This project is intended to develop a program for the management <br />and protection of the spoil islands located in Indian River County. <br />B. Responsibilities of the CONSULTANT <br />The CONSULTANT has the responsibility of assisting Indian River County <br />in determining the current status of the flora and fauna of 43 spoil islands <br />in Indian River County and coordinating his efforts with those of the Treasure <br />Coast Regional Planning Council in order to produce a singular and compatible <br />document from the separate studies undertaken. Existing biological data, <br />available literature, aerial surveys and field examination of the spoil islands <br />will be utilized to aid in the cooperative classification of each spoil island <br />by the COUNTY, TREASURE COAST REGIONAL PLANNING COUNCIL and the CONSULTANT. <br />Currently the 43 spoil islands in Indian River County have been classified in <br />four categories: "Recreation" (11 islands), "Conservation" (18 islands), <br />"Research" (12 islands) and "Special Cases" (2 islands) in a report on the <br />spoil islands prepared by. an Environmental Study Committee of the Vero Beach - <br />Indian River County Planning Commission (Report on the Spoil Islands of Indian <br />River County, 1974). The CONSULTANT will make recommendations to the COUNTY and <br />COUNCIL regarding spoil island classification categories based on information <br />gained from specific tasks set forth below. <br />Task 1: Resource Inventory <br />The resource inventory shall include spoil island characteristics <br />over and above the minimum as specified in the contract between <br />the DEPARTMENT OF ENVIRONMENTAL REGULATION and the COUNTY and shall <br />include the following: <br />A. A determination and acquisition of available background <br />literature and information on spoil island flora and fauna, <br />biological community development and successional tendencies <br />from all available sources including the DEPARTMENT OF ENVIRON- <br />MENTAL REGULATION, COUNTY and COUNCIL. <br />AUG 81979 BOOK 1 PACE 326 <br />
