Project Objective <br />ROOK 41 PAuE 3 <br />This project is intended to develop a program for the management and protection <br />of the spoil islands located in Indian River County. <br />B. Responsibilities of the Treasure Coast Regional Planning Council (Consultant). <br />The COUNCIL has the responsibility of assisting Indian River County in the develop- <br />ment of a management program for 43 spoil islands in Indian River County and co- <br />ordinating their efforts with Mr. Grant Gilmore, the Biological Consultant, in <br />order to produce a singular and compatible document from the separate studies <br />undertaken. Details of specific tasks to be performed by the COUNCIL are set forth <br />below: <br />Task 1: Resource Inventory/Analysis Design <br />COUNCIL will work with Indian River County and the Biological Consultant to <br />determine the spoil island characteristics and study variables which will be <br />studied in the resource inventory and analysis of spoil islands to be con= <br />ducted by the COUNTY and its CONSULTANTS. As a minimum,the data collected in <br />the resource inventory and analysis will include those spoil island character- <br />istics specified by the DEPARTMENT OF ENVIRONMENTAL REGULATION in its contract <br />with the COUNTY. The nature of the final product and study variables of the <br />spoil island resource inventory and analysis will be agreed upon by the par- <br />ticipating parties. <br />Task 2: Literature Search <br />An in-depth literature search will be conducted by the COUNCIL on the subject <br />of spoil island management. Literature to be reviewed by the COUNCIL will <br />include the Report on the Spoil Islands of Indian River County, 1974, prepared <br />by the Environmental Study Committee of the Vero Beach -Indian River County <br />Planning Commission. Available information on the subject will be collected <br />by the COUNCIL and sources utilized (e.g., governmental agencies) to compile <br />the necessary data, including other appropriate sources identified by the <br />COUNTY and the DEPARTMENT. <br />Task 3: Review and Development of Alternative Management Approaches <br />Based upon the information collected during Task 2, COUNCIL will develop <br />a set of alternative approaches for the management of spoil islands.
