and to bring back for further Board evaluation, the Duncan <br />Associates Impact Fee Report. <br />ON MOTION by Commissioner Solari, SECONDED by <br />Commissioner O'Bryan, the Board unanimously <br />authorized the County Attorney to begin the referendum <br />process on the tax abatement incentives. <br />MOTION WAS MADE by Commissioner Solari, <br />SECONDED by Chairman Davis, to task the Committees, <br />particularly the Economic Development Council and the <br />Tourist Development Council, to direct efforts towards the <br />immediate stimulation of the economy. <br />Jason Nunemaker, Fellsmere City Manager, expressed support for the actions the <br />Board was instituting, in order to increase economic development. He wondered if the Board <br />wanted to consider the extent to which administration could be given more discretion on <br />development matters, to streamline the process, and pointed out that the Federal Initiative has <br />done nothing to pull back on the regulatory process. <br />A brief discussion ensued as Commissioners Wheeler and Solari discussed <br />proposed State initiatives to regulate local issues, such as impact fees, concurrency, and growth <br />issues. <br />Fred Mensing, 7580 129th Street, Sebastian, remarked that in order to promote <br />tourism, the Board needs to take positive action on bringing Amtrak Service into the County. <br />March 3, 2009 28 <br />
