MOTION WAS AMENDED by Commissioner Wheeler, <br />SECONDED by Vice Chairman Flescher, to authorize the <br />County Administrator to commence working on the <br />Interlocal Agreement with the City of Vero Beach and <br />with CareHere to implement an employee health center; <br />and to bring back a full presentation regarding the <br />County's targeted savings amounts. <br />Samuel H. Sadow, MC, FACS, Founder and Chief Executive Officer of <br />University Medical Clinics (UMC) Sadow, MD, FACS, provided background history and <br />objectives of the UMC, which has six primary care internal medicine centers throughout the <br />Treasure Coast, including one in Vero Beach. He requested that the Board include the UMC in <br />its Commissioner's quest to craft a new program for employee health care. <br />Director Sexton advised that staff, the City of Vero Beach, and representatives <br />from the Crowne Consulting Group and the Gehring Group, would be meeting with Dr. Sadow <br />today (March 3, 2009), at 3:00 p.m. <br />Discussion ensued between Vice Chairman Flescher and staff regarding whether <br />moving forward with Commissioner Wheeler's Motion would preclude the opportunity to <br />explore the option offered by Dr. Sadow. <br />County Budget Director Jason Brown informed the Commission that BlueCross <br />BlueShield had last year offered to the County a $4.50 per month reduction in its administrative <br />fee per employee, per year, based specifically on the CareHere model, and which would result in <br />an approximate $81,000 savings. He pointed out that if the Board authorized the County <br />Administrator to move ahead with negotiations for the interlocal Agreement, other alternatives <br />could still be evaluated, as the contract was not yet being executed. <br />March 3, 2009 41 <br />
