Ginn, Chairman; Arthur R. <br />Neuberger, Vice Chairman; and Commissioners Fran B. Adams, Thomas S. Lowther and <br />Kenneth R. Macht. Also present were Joseph Baird, Acting County Administrator; County <br />Attorney William G. Collins II; and Deputy Clerk Patricia “PJ” Jones. <br /> <br />1.
