PRESENTATION OF PROCLAMATION DESIGNATING <br />MARCH 2004 AS DISABILITY AWARENESS MONTH <br /> Commissioner Adams read and presented the Proclamation to Dr. Roger Baker, <br />Executive Director of American Retarded Citizens (ARC). <br /> <br />Dr. Baker <br /> accepted the Proclamation with appreciation. He wanted to get the word <br />out that 4% of the existing population are disabled. ARC focuses primarily on helping people <br />become independent. Roughly 4% are unemployed and most of them are employable. He said <br />they could not succeed without public support. <br /> <br />5.B.
