SEP 19 1979 <br />Boor. 41 Fac. 558 <br />1980 COMMUNITY DEVELOPMENT <br />APPLICATION SUMMARY <br />A major intent of the Community Development Program is to meet the <br />statutory objective of providing decent housing, a suitable living <br />environment, and expanded economic opportunities principally for <br />persons of low and moderate income. <br />In developing the 1980 Community Development Block Grant Application, <br />the following major needs were found to exist: <br />I. The need to eliminate blighting influences in deteriorating <br />neighborhoods, especially those influences detrimental to <br />health, safety, and public welfare of low to moderate.income persons. <br />II. The need to conserve and maintain Indian River County's present <br />housing stock, especially those units occupied by low to <br />moderate income persons. <br />The long term objectives of the Community Development Program in <br />relation to the needs are: <br />(A) To upgrade deteriorating neighborhoods to decent, safe, and <br />environmentally sound living areas; eliminating those influences <br />that are detrimental to the health, safety, and public welfare <br />of low to moderate income residents as first priority. <br />(Related to I) <br />(B) To actively preserve housing through the initiation of a <br />multitude of programs which will aid and assist in the maintenance <br />and conservation of housing for low to moderate income families. <br />(Related to II) <br />
