SEP 19 1979 BOOK 41 PAGE 560 7 <br />STATEMENT FOR PUBLIC INFORMATION <br />The County Commission of the County of Indian River has authorized <br />the preparation of applications for Fiscal Year 1980 funding under <br />the Community Development Act of 1974 and 1978, as amended. <br />This is the first public hearing to be held prior to submission of <br />the pre -application to HUD on October 15, 1979, to obtain citizen <br />opinion and input regarding the community development needs, their <br />priorities and allocation of future funding to address these needs. <br />The Indian River Board of County Commissioners must approve and <br />authorize the submission of the pre -application to HUD. <br />The County has received approval for a total of $653,000 of CDBG <br />funds for the past three program years. This application will cover <br />a 3 year funding cycle with Small Cities funds, Fiscal Year 1980 <br />amounting to $357,000, 1981 in the amount of $436,000 and 1982 in <br />the amount of $492,000 for a three year total of $1,285,000. <br />Depending upon forthcoming regulations or administrative decisions <br />at the HUD level, the amount of funds applied for may vary from <br />those presently anticipated. <br />Applications under the Small Cities Program are competitive with <br />other communities throughout the State and it is certain that more <br />pre -applications for funding will be submitted than can be funded. <br />Submission of a pre -application for these funds is no guarantee <br />that the County's program will be funded. Further, approval of the <br />application notwithstanding, subsequent funding is dependent upon <br />satisfactory performance. <br />If the County's pre -application rates favorably compared to other <br />applicants, HUD will invite the County to submit a full application <br />for Small Cities Program Funds. <br />Activities eligible to be conducted under a Community Development <br />Program include but are not specifically limited to the following <br />range of activities: <br />1. Acquisition <br />2. Neighborhood Facilities <br />3. Public Facilities & Improvements, such as solid waste <br />disposal, fire equipment, public utilities improvement; <br />street paving, lighting and drainage; with certain <br />restrictions <br />4. Provision of Public Services <br />5. Interim assistance, including emergency housing repair <br />6. Removal of architectural barriers to the elderly <br />and handicapped <br />7.
