She suggested 2 new regulations: a school <br />concurrency program which would tie the progress of new development to existing classroom <br />space; and a program whereby developers could float a bond along with a county special assessment <br />to help pay for development. She felt that no action should be taken until the impact fee study is <br />ready and recommendations have been made to the Board.
