The Chairman CALLED THE QUESTION, and by a vote <br />of 2-3 (Commissioners Davis, Flescher, and Solari <br />opposed), the MOTION FAILED. <br />14.D. COMMISSIONER PETER D. O'BRYAN <br />14.D.1. CONSIDERATION OF A CITIZEN'S BUDGET INPUT SURVEY <br />Commissioner O'Bryan recalled that last week he had suggested that when moving <br />forward with the budget process, the Board should seek more public input. He felt that his <br />proposed survey would allow for public input and he provided the details of how the survey would <br />be administered through a web based service. He believed this would be a tool that would help the <br />Board make better informed decisions. <br />MOTION WAS MADE by Commissioner O'Bryan, <br />SECONDED by Commissioner Wheeler, to approve <br />moving forward with the Budget Survey. <br />Chairman Davis recommended this survey not be an open-ended item, but to try it <br />for one year, then go through the results. <br />Commissioner Solari opposed the idea, he did not see good cause or reason for this. <br />He felt the surveys would be self-selecting without substance. He reasoned that with a limited <br />amount of resources, that when something is increased it would be decreasing something else, and <br />in the end, it would not be meaningful. <br />Vice Chairman Flescher agreed with Commissioner Solari and voiced concern over <br />electronic fraud, for a widespread imbalance of information. <br />28 <br />April 14, 2009 <br />
