MR. BANKS INFORMED HIM THAT E. P. ROSIER OF FELLSMERE <br />SHIPS PULPWOOD TO PALATKA AND MIGHT BE ABLE TO DO SOMETHING WITH <br />THE GREEN WOOD. <br />ASSISTANT PLANNER DAVID MARSH CAME BEFORE THE BOARD AND <br />NOTED THAT PROPOSED AMENDMENTS TO THE SITE PLAN ORDINANCE HAD BEEN <br />INCLUDED WITH TODAY IS MATERIAL FOR THE BOARD TO REVIEW. <br />ATTORNEY COLLINS SUGGESTED THAT THE FOARD REVIEW THIS <br />MATERIAL AND LET IT GO THROUGH THE PLANNING & ZONING COMMISSION AND <br />COME UP THROUGH THE NORMAL CHANNELS. THE BOARD AGREED. <br />MR. MARSH INFORMED THE BOARD THAT THEY HAD REVIEWED THE <br />OVERALL CRITERIA AND TRIED TO COME UP WITH A SYSTEM FOR DETERMINING <br />MAJOR AND MINOR SITE PLANS AND WHERE A BREAKING POINT WOULD BE TO <br />ESTABLISH WHAT DEVELOPMENT WOULD HAVE TO COMPLY WITH THE NEW DRAINAGE <br />REQUIREMENT. HE NOTED THAT THEY ALSO ADDRESSED THE FEE STRUCTURE. <br />COMMISSIONER LYONS STATED THAT BASED ON THE DRAINAGE <br />PROBLEMS THAT HAVE COME TO LIGHT AS A RESULT OF HURRICANE DAVID, <br />HE WOULD HAVE TROUBLE WITH ANY KIND OF A DRAINAGE PLAN THAT DID NOT <br />ALLOW FOR A 25 YEAR STORM LEVEL. <br />MR. MARSH NOTED THAT THEY WERE INSTRUCTED TO APPEAL ANY- <br />THING THAT CAME IN AT LESS THAN A 25 YEAR LEVEL, AND THIS HAS NOT <br />HAPPENED SO FAR. HE CONTINUED THAT THE PLANNING AND ZONING COMMIS- <br />SION WILL ALSO REVIEW THE SUGGESTED APPLICATION FEES, <br />ASSISTANT ADMINISTRATOR NELSON REPORTED THAT -SENIOR <br />PLANNER MARSH HAS CHECKED THE INTERSECTION AT S.R. 512 AND THE <br />ENTRANCE TO FELLSMERE FARMS MANAGEMENT CO. AND RECOMMENDED THAT WE <br />HAVE THREE CURVE AHEAD SIGNS AND THREE RUMBLE STRIPS. MR. NELSON, <br />HOWEVER, FELT THE SIGNS SHOULD -BE SELF -ILLUMINATIVE RATHER THAN <br />FLASHING AS THE FLASHERS WOULD ONLY ENCOURAGE SHARPSHOOTERS. <br />MR, MARSH INFORMED THE BOARD THAT THIS IS ACTUALLY A 900 <br />BEND RATHER THAN A CURVE, AND THERE HAVE BEEN A NUMBER OF INSTANCES <br />OF PEOPLE GOING STRAIGHT THROUGH THE GATE.
