Dr. Richard Baker <br />, Pelican Island Audubon Society, and member of Sustainable <br />Treasure Coast, noted that there was a workshop in July regarding the Sustainable Treasure Coast <br />issue. He thought a straw ballot referendum is a good way to educate the public. <br /> <br />Douglas Bournique <br />, Executive Vice President, Indian River County Citrus League, <br />representing citrus growers, had no position on the urban service boundary. He opposed a <br />referendum, and felt that government by referendum is not good government. <br /> <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Bowden, the Board approved (3-2 <br />Commissioners Davis and Lowther opposed) to place a <br />Question on the November 2006 General Elections, in the <br />form of a Straw Ballot – Non-binding Referendum, worded <br />as follows: “Do you favor the adoption of a special act for <br />Indian River County by the Florida Legislature to require <br />voter approval of any amendment to the Indian River <br />County Comprehensive Plan which expands the urban <br />service area boundary?”, YES, for special act and NO, <br />against the special act. <br /> <br />BALLOT QUESTION ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br /> <br /> THE CHAIRMAN CALLED A SHORT RECESS AT 1:37 P.M.
