GORDON OUGHTRED APPROACHED THE BOARD AND THANKED THEM <br />FOR THE FAIR TREATMENT HE AND MR. RATHBUN HAVE RECEIVED, AND <br />ADVISED THAT THEY ARE GOING TO BE OPENING THE SECOND PHASE OF <br />THE DEVELOPMENT EARLY IN THE YEAR. <br />COMMISSIONER SIEBERT EXPRESSED APPRECIATION FOR THE VERY <br />GENEROUS GIFT OF THE PACKAGE SEWER PLANT AND COMMENDED THE FINE <br />SUBDIVISION THEY ARE DEVELOPING. <br />COMMISSIONER Loy COMMENTED THAT THE BOARD WAS GLAD TO <br />HAVE PEOPLE SUCH AS THESE TO WORK WITH. <br />ATTORNEY COLLINS REPORTED THAT HE REPRESENTS THIS <br />DEVELOPER AND HE HAS REVIEWED THE PLAT, AND IT DOES MEET ALL THE <br />REQUIREMENTS, <br />ADMINISTRATOR JENNINGS STATED THAT HE WAS SATISFIED WITH <br />THE $106,000 CASH BOND AND RECOMMENDED THAT THE PLAT BE APPROVED. <br />ON MOTION BY COMMISSIONER SIEBERT, SECONDED BY COMMIS- <br />SIONER DEEDON, THE BOARD UNANIMOUSLY GRANTED FINAL APPROVAL OF <br />CASTAWAY COVE, WAVE TWO, <br />ATTORNEY COLLINS COMMENTED THAT HE HAD AN OPPORTUNITY TO <br />SPEND TIME ON THIS PARTICULAR DEDICATION, AND HAD REVIEWED OTHER <br />PLATS IN THE COUNTY. HE CONTINUED THAT HE FORMED SOME OPINIONS <br />ON THIS MATTER AND, WITH THE COORDINATION OF -THE PLANNING DEPART- <br />MENT, WOULD LIKE TO -COME BACK TO THE BOARD WITH RECOMMENDATIONS. <br />ATTORNEY COLLINS' CONCERN IS THAT HE WAS PERSONALLY NOT SATISFIED <br />THAT PRIVATE ROADS ARE THE BEST METHODS TO USE IN EVERY SITUATION, <br />AND IF THE BOARD COULD GIVE THEM DIRECTION, HE AND THE PLANNING <br />DEPARTMENT WOULD LIKE TO COME BACK WITH THEIR RECOMMENDATIONS. <br />PLANNER REVER NOTED THAT THEY HAVE DISCUSSED THIS MATTER <br />WITH THE SUBDIVISION REVIEW BOARD AND THEY ARE IN AGREEMENT WITH <br />THE ATTORNEY'S FINDINGS TO DEVELOP SOME CRITERIA WHERE PRIVATE <br />ROADS WOULD OR WOULD NOT BE ACCEPTABLE TO THE COUNTY. <br />COMMISSIONER LYONS INTERJECTED THAT HE WOULD LIKE TO <br />HEAR MORE ON THE SUBJECT. <br />PLANNER REVER SUMMARIZED THAT THEY WOULD JUST LIKE TO <br />PRESENT THE PROBLEM AND OFFER SOME ALTERNATIVES; AND THE BOARD ASKED <br />THE ATTORNEY AND PLANNER REVER TO PROCEED. <br />NOV - 71979 <br />
