Fr- <br />NOV 71979 <br />BOOK 42 PAGE '52 <br />JAMES BEINDORF, ENGINEER, APPEARED BEFORE'THE BOARD <br />REQUESTING A FRANCHISE FOR WATER SERVICE FOR TROPIC VILLAS NORTH <br />AND TROPIC VILLAS SOUTH TO SAND DOLLAR BUILDERS, INC., WHICH IS <br />SITUATED ON LOT 9 AND LOT 12 OF THE VERO LAND COMPANY SUBDIVISION. <br />HE CONTINUED'THAT LOT 10 IS PRESENTLY BEING SERVICED BY MID - <br />FLORIDA UTILITIES; THE AREA IN QUESTION IS BORDERED ON THE WEST <br />BY 6TH AVENUE AND ON THE SOUTH BY 10TH STREET. ENGINEER BEINDORF <br />INDICATED THAT BECAUSE THE WATER THERE IS HEAVY IN COLOR WITH <br />CHEMICALS, A REVERSE OSMOSIS TYPE OF TREATMENT WILL BE USED. HE <br />CONTINUED THAT SINCE THE TOTAL USAGE FOR TROPIC VILLAS NORTH WILL <br />BE 100,000 GPD, THEY WILL NOT HAVE TO GET A CONSUMPTIVE USE PERMIT <br />FROM THE ST. .JOHNS WATER MANAGEMEN T-DiSTRPCT, ANYTHING MORE THAN <br />100,000 GPD WOULD REQUIRE A PERMIT. ENGINEER BEINDORF COMMENTED <br />THAT THERE WILL BE A BUFFER ON THE PROPERTY, AS REQUIRED BY THE <br />STATE. HE REPORTED THAT VERY LITTLE UNDERBRUSHING HAS BEEN DONE <br />ON THE PROPERTY, AND OAKS AND OTHER VEGETATION WILL BE LEFT IN <br />ORDER TO SCREEN THE AREA FOR THE ADJACENT NEIGHBORS. ENGINEER <br />BEINDORF STATED THAT THIS WILL COME BEFORE THE PLANNING & ZONING <br />COMMISSION FOR SITE PLAN APPROVAL. <br />THE CHAIRMAN ASKED IF THERE WAS ANYONE PRESENT WHO <br />WISHED TO SPEAK. <br />ALBERT ANKNEY, 615 12TH STREET, ASKED WHY HE RECEIVED <br />A NOTICE WHEN HE HAS HAD ROCKRIDGE WATER FOR YEARS. <br />CHAIRMAN WODTKE THEN EXPLAINED THAT HE RECEIVED THE <br />NOTICE, AS REQUIRED BY LAW, BECAUSE HE LIVES WITHIN 300' OF THE <br />PROPOSED FRANCHISE SITE, AND INFORMED HIM THAT HE WOULD NOT BE <br />SERVICED WITH THEIR WATER. <br />ATTORNEY .JEROME KRAMER, REPRESENTING THE OWNERS OF LOT <br />13, COMPASS BUILDING SYSTEMS, APPROACHED THE BOARD AND STATED <br />THAT THIS WAS AN AWKWARD SITUATION AS HIS CLIENTS ARE IN THE <br />PROCESS OF DEVELOPING A CONDOMINIUM AND THEY WILL NEED WATER AS <br />WELL. HE STATED THAT THEY DID NOT WANT TO STOP TROPIC VILLAS <br />FROM GETTING WATER; THEY ARE JUST CONCERNED ABOUT THE LOCATION <br />L-7 <br />
