r <br />NOV 211979 <br />600K 42 PAGE 1,1.5 <br />ART CHALLACOMBE, OF THE PLANNING DEPARTMENT, NEXT BROUGHT <br />BEFORE THE BOARD PROPOSED CHANGES TO THE ZONING ORDINANCE TO INCLUDE <br />LAUNDRY.AND DRY CLEANING ESTABLISHMENTS AS SPECIAL EXCEPTIONS WITH <br />THE C-1 AND C -IA COMMERCIAL DISTRICTS, AS FOLLOWS: <br />PLANNING & ZONING DEPARTMENT - REVIEW AND RECOMMENDATIONS ON PROPOSED CHANGES <br />TO THE INDIAN RIVER COUNTY CODE 71-3 TO INCLUDE LAUNDRY AND DRY CLEANING ESTABLISH- <br />MENTS AS SPECIAL EXCEPTIONS WITH THE C-1 AND C -1A COMMERCIAL DISTRICTS <br />EXISTING SITUATION: Presently the County Zoning Ordinance allows dry cleaning <br />establishments to be located only within the M-1, Restricted Industrial District. <br />Self-service type laundry operations are permitted -within the B-1, Planned Business <br />District. Both types of uses, however, are not allowed in the C -1A and C-1, Com- <br />mercial Districts under the current wording in the ordinance. A request for a <br />public hearing to permit laundry and dry cleaning establishments as a special <br />exception within the C -1A and C-1, Commercial Districts was initiated by the <br />Planning and Zoning Commission. <br />RECOMMENDATIONS: An examination of the use intensities of <br />1) self-service type laundry and dry cleaning establishments, and <br />2) commercial laundry/dry cleaning establishments <br />show that these types of services should be considered separately in establishing <br />uses within the zoning districts. <br />The Planning staff feels that the intent in establishing the B-1, Planned Business <br />District is to provide a "buffer" zone between residential and more intense com- <br />mercial uses. Compatible uses within this zone are restricted commercial trades <br />and services. Although self-service laundry/dry cleaning establishments are per- <br />mitted within the B-1, Planned Business District, the staff finds that this type <br />of use is not of compatible intensity and would be permitted under the C -1A, Com- <br />mercial District as a limited general commercial trade and/or service. <br />The staff further finds that the intent in establishing the C-1, Commercial District <br />is to provide for highway oriented commercial activities requiring high volume use <br />and traffic flow. Both self-service and professional laundry/dry cleaning services <br />are compatible uses and should be permitted within the C-1, Commercial District. <br />In addition, professional laundry/dry cleaning establishments should continue to be <br />permitted within the M-1, Restricted Industrial District. <br />SUMMARY: Although the Planning and Zoning Commission originally requested a <br />public hearing to include laundry/dry cleaning establishments as a special exception <br />within the C -1A, Restricted Commercial and C-1, Commercial Districts, -the Planning <br />staff feels that self-service and professional laundry/dry cleaning establishments <br />should be considered as separate use types. <br />Staff recommends that self-service and professional laundry/dry cleaning establish <br />ments be prohibited within the B-1, Planned Business District, except that self- <br />service establishments be permitted within the C -1A, Restricted Commercial District. <br />Staff further recommends that self-service and professional laundry/dry cleaning <br />establishments be permitted within the C-1, Commercial District and that pro- <br />fessional establishments continue to be permitted within the M-1, Restricted <br />Industrial District. <br />DISCUSSION FOLLOWED ALONG THOSE LINES. <br />go <br />
