THE BOARD THEREUPON RECESSED AT 12:20 O'CLOCK P.M. FOR <br />LUNCH AND RECONVENED AT 1:55 O'CLOCK P.M. WITH ALL MEMBERS PRESENT, <br />THE CHAIRMAN ANNOUNCED THAT THE COMMISSION WOULD RESUME <br />DISCUSSION OF TENTATIVE APPROVAL OF WEST MEADOWS SUBDIVISION WHICH <br />WAS CONTINUED FROM THE MEETING OF NOVEMBER 21, 1979. <br />JAMES FOWLER,•ENGINEER REPRESENTING THE DEVELOPER,JACK <br />REDISH, STATED THAT THIS PROPOSED SUBDIVISION IS LOCATED ON 43RD <br />AVENUE AT CITRUS ROAD BY THE FIRE TOWER. HE STATED THAT HE VISITED <br />THE SITE WITH ADMINISTRATOR KENNINGS AND DISCUSSED THE DRAINAGE <br />PROBLEM WITH MR. REDISH, AND WHAT THEY WANT TO DO IS CUT THE DITCHES <br />IN TO DRAIN WATER OFF AND HOPEFULLY LOWER THE WATER TABLE. HE STATED <br />THAT HE TOOK FOUR BORINGS AND SENT THE RESULTS TO .JACK ALLEN OF THE <br />HEALTH DEPARTMENT, AND THAT MR. ALLEN HAS SAID THERE WOULD HAVE TO <br />BE 36" OF FILL IN THE DRAIN AREA AND HOUSE SITE TO MEET HIS CRITERIA. <br />ADMINISTRATOR KENNINGS ASKED WHETHER THIS 36" WAS MEANT <br />TO APPLY ONLY TO THOSE LOW LOTS IN THE LOW AREA, AND MR. FOWLER <br />STATED THAT MR. ALLEN WAS TALKING ABOUT THE CLAY AREA IN LOTS 2 <br />AND 3. THE EAST SIDE IS RELATIVELY GOOD. <br />COMMISSIONER LYONS ASKED IF THE CLAY AREA IS WELL DEFINED, <br />AND ADMINISTRATOR KENNINGS FELT IT WILL INVOLVE PART OF LOT 1, ALL <br />OF LOTS 2 AND 3, AND PART OF LOT 4. HE WAS SATISFIED THAT IF THE <br />PROPOSED DITCHES ARE CUT TO GRADE, IT WILL LOWER THE WATER TABLE. <br />BUT HIS MAIN QUESTION CONCERNED WHEN THAT LOW AREA IS GOING TO BE <br />FILLED. <br />JACK REDISH INFORMED THE BOARD THAT SOMEONE HAS SPOKEN FOR <br />THOSE PARTICULAR LOTS: SO, ON THE COMPLETION OF THE SUBDIVISION, THEY <br />WILL BE SOLD, AND AT THAT POINT THE NEW OWNER WILL BUILD ON THEM OR <br />DO WHATEVER HE WANTS WITH THEM. <br />COMMISSIONER LYONS NOTED THAT WHEN THE LOW LOTS ARE BUILT <br />UP HIGHER THAN THE OTHERS, THEY WILL DRAIN ONTO THEM. <br />ADMINISTRATOR KENNINGS STATED THAT HIS CONCERN WAS THE <br />REVERSE. HE EXPLAINED THAT A CERTAIN AMOUNT OF FILL WILL BE RE- <br />QUIRED ON ANY OF THESE LOTS BEFORE YOU BUILD A HOUSE, AND IF THE <br />LEVEL OF ALL THE OTHERS ARE RAISED ABOVE THOSE THAT ARE ALREADY LOW, <br />43 <br />DEC 5.1979 <br />BOOK 42 PAGE 221 <br />
