ENG STATED THAT THE $688,608 REVENUE THIS RATE STRUCTURE WILL <br />GENERATE WILL MEET THE TOTAL ANNUAL EXPENSES AND, IN FACT, WILL <br />GENERATE APPROXIMATELY $11,000 MORE THAN NECESSARY. <br />ON MOTION BY COMMISSIONER LYONS, SECONDED BY COMMISSIONER <br />DEESON, COMMISSIONER SIEBERT AND VICE CHAIRMAN Loy VOTED IN FAVOR, <br />THE BOARD AUTHORIZED THE CONSULTING ENGINEERS TO PROCEED WITH THE <br />APPLICATION FOR FMHA FUNDING OF THE SOUTH MUNICIPAL TAX DISTRICT <br />WATER SYSTEM IMPROVEMENTS BASED ON THE REVISED RATE SCHEDULE DATED <br />DECEMBER 5, 1979, AND AUTHORIZED THE CONSULTANTS TO REQUEST A PRE - <br />APPLICATION CONFERENCE WITH FMHA TO IMPLEMENT THE APPLICATION FOR <br />APPROVAL. <br />ATTORNEY COLLINS NOTED THAT THIS KEEPS THE ENGINEERS ON <br />SCHEDULE, AND THEY ARE TO BE COMPLIMENTED. <br />VICE CHAIRMAN Loy INQUIRED ABOUT THE FLORIDAN AQUIFER <br />TEST WELL PROGRAM, AND MR. ENG INFORMED HER THAT THEY ARE IN THE <br />PROCESS OF REVIEWING THE PROPOSAL MADE FOR THE TEST WELL PROGRAM <br />AND WILL PRESENT IT AT THE NEXT BOARD MEETING. <br />ASSISTANT ADMINISTRATOR NELSON REPORTED THAT THE NEW <br />UTILITY DIRECTOR GEORGE LINER HAS WRITTEN A VERY NICE PAPER REVIEWING <br />THE UTILITY FEES WE, -,HAVE AND DISCUSSING AN IMPACT FEE. IN THIS PAPER <br />HE ANALYZES ALL THREE OF THE COUNTY SYSTEMS, AND HE PRESENTED THIS <br />ANALYSIS TO THE BOARD FOR THEIR INFORMATION. <br />VICE CHAIRMAN LOY NOTED THAT IN THE LAST COUPLE OF WEEKS <br />WE HAVE HAD CORRESPONDENCE RELATIVE TO QUAY DOCK ROAD AND REQUESTED <br />THE ADMINISTRATOR TO REPORT ON THIS MATTER. <br />ADMINISTRATOR JENNINGS STATED THAT QUAY DOCK ROAD TO HIS <br />KNOWLEDGE AND UNDERSTANDING HAS BEEN THERE SINCE HE WAS.BORN - HE <br />KNEW THAT IT GOES BACK TO 1911. HE NOTED THAT IT WAS TRANSFERRED <br />TO THE STATE IN 1941 FOR A NUMBER OF YEARS AND WAS THEN TRANSFERRED <br />BACK TO THE COUNTY. DURING THE TIME IT WAS A STATE ROAD, THE COUNTY <br />MAINTAINED IT, AND HE CONTINUED THAT THE COUNTY HAS MAINTAINED IT <br />AS A PUBLIC COUNTY ROAD SINCE IT WAS BUILT. IT NOT ONLY SERVES THE <br />PEOPLE AND FURNISHES ACCESS TO THE INDIAN RIVER, BUT THAT SAME ROAD <br />m W2 <br />
