He did not think we were approaching this fairly and objectively, and wanted an honest <br />comparison. <br />MOTION WAS MADE by Commissioner Wheeler, <br />SECONDED by Commissioner Solari, to have an RFQ <br />and RFP for Board consideration, to see who could offer <br />us the best deal, and for staff to provide a matrix showing <br />comparisons which would provide options and enable <br />Commissioners to make a fair comparison. <br />Vice Chairman Flescher recalled that the Board had, in the past, made that Motion to <br />look at other options; therefore, he supported the Motion. <br />Administrator Baird supported the recommendation for a RFQ. He responded to <br />questions from Chairman Davis who wanted to hear the rationale for the RFQ versus the RFP, <br />and how staff would compare the two separate methods and operations to get to a bottom line, if <br />they did a RFQ instead of a RFP. <br />Commissioner Wheeler was concerned about how objective the Crown Group can be in <br />recommending something when they have a business relationship with the provider. <br />Mr. Tomlinson, responding to Commissioner Wheeler's concerns, said over 2 1/2 years <br />ago they brought this concept to the County, as the insurance broker, before they had a <br />relationship with anyone. They have been researching the concept and part of their research <br />included all the available administrators who were involved in on-site clinic administration that <br />had any history of on-site clinic administration. They did a thorough research and have come to <br />the conclusion, as recent as the end this last year, that CareHere has the model that provide <br />employers the most transparent, cost reduction, and successful program of any of the clinic <br />administrators or public employer groups.
