12.J.3. AWARD OF RF() 2008059 - UTILITY BILLING SOFTWARE <br />SYSTEM <br />Julia LaFear, Department of Utility Services, recommended the Board award the Bid to <br />Advance Utility Systems. She updated the Board on the Utility Billing Software system, <br />informing Commissioners that in October 2003, the Utilities Department converted from the <br />HTE billing software to MUNIS utility billing; however, MUNIS does not meet the needs of the <br />department's users nor offers capabilities to enhance customer service. <br />Ms. LaFear listed the limited support for customers, a lack of online functionality, and <br />internal inefficiencies in processing tasks, as some of the problems they have with the current <br />software. She explained the selection process, and staff's reason for recommending Advanced <br />Utility. She also outlined the expected improvements and asked the Board to approve staff's <br />recommendations. She then responded to questions from the Board regarding how soon on-line <br />payments are posted to accounts, and whether they would accept credit or debit cards, and e - <br />checks. <br />ON MOTION by Commissioner Solari, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />the Software award to Advanced Utility Systems and <br />authorized the County Administrator to sign the contract <br />between the County and Advanced Utility Systems after <br />review and approval of the contract by the Office of <br />Management & Budget and the County Attorney's Office, <br />as recommended in the memorandum of April 24, 2009. <br />May 19, 2009 35 <br />
