<br />th <br />Director Keating advised that 74 Avenue has always been on the grid system. There has <br />thth <br />never been an improvement identified for 74 Avenue. 66 Avenue has been identified as a <br />needed improvement on our plan since at least 1995 where in the first MPO LRTP it said to add <br />two lanes to it. <br />Ms. Stanbridge <br /> shared her recollections on the roads when she was a Commissioner. <br />She wanted to know why the surveyors are in their yards now. <br />Chairman Neuberger thought the first thing to be done on a proposed road is to survey it. <br />Discussion ensued during which Director Davis explained the MPO process and <br />emphasized that this project has had a lot of public scrutiny. If the Board wanted another forum in <br />the Chambers after the workshop, he said staff would be open for that. <br />Vice Chairman Wheeler pointed out that this was a long range plan and it has already <br />been voted on by those Commissioners who have served on the MPO. <br /> <br />ON MOTION by Commissioner Wheeler, <br />SECONDED by Commissioner Lowther, the Board <br />by a vote of 4-1 (Commissioner Bowden opposed) <br />adopted Resolution No. 2006-062 approving the <br />transmittal of proposed amendment to the text of the <br />Transportation Element of the Indian River County <br />Comprehensive Plan to the State of Florida <br />Department of Community Affairs. <br /> <br />Vice Chairman Wheeler asked for clarification on why Commissioner Bowden was <br />opposed. She advised that she still had some questions about this plan and she was also opposed to <br />widening Indian River Boulevard. <br /> <br />The Chairman called a recess at 12:10 p.m. The meeting reconvened at 12: 20 p.m. with <br />all members present.
