GENERAL SERVICES – OPERATIONAL RESTRUCTURING <br />OF HUMAN SERVICES DEPARTMENT <br /> <br />General Services Director Tom Frame explained the restructuring of the Human Services <br />Department in order to outsource it to the Health Department. It will mean a reduction of two (2) <br />of the positions, the Department’s Director and the Intake Worker. The remaining two positions <br />(Staff Assistant and Caseworker) will be hired to work under the Health Department and budgets <br />will be adjusted accordingly. This restructuring includes staff and support for Children’s Services <br />Advisory Committee. The Health Department has prepared a transitional plan. The Board was <br />asked to enter into a Memorandum of Understanding and it will be re-written by the County <br />Attorney’s office in form, not content, and requested that the County Administrator be granted <br />authority to sign the document. <br />MOTION WAS MADE by Commissioner Davis, <br />SECONDED by Commissioner Bowden, to approve <br />staff’s recommendation. <br /> <br />Under discussion, Commissioner Davis expressed his confidence in staff’s ability to <br />restructure this to save money and wanted the affected individual employees to be relocated to <br />other positions in the County. <br />Bob Johnson <br />, Coral Wind Subdivision, who serves on the Children’s Services Advisory <br />Committee, asked for this to be tabled and have it discussed by the Committee. <br />County Administrator Baird asked if the Commissioners wanted him to put all his <br />reorganization efforts on committee agendas. The Commissioners expressed their opinions that <br />this is a personnel matter and that advisory committees are to look at the subject matter and not <br />necessarily the organizational structure. <br />May 2, 2006 <br />38 <br /> <br />
