9 <br />The customers should be expected to pay for the <br />cost of providing a service plus the company <br />should be entitled to make a fair return on -its <br />investment for providing that service. That <br />amount of plant that will be held for the use <br />of future customers, the current customer will <br />not pay for. <br />I show you Exhibit 4(a), (b), and (c) submitted <br />with the application to the Comission. The used and useful <br />analysis is a tool that is used to determine that <br />portion of the utility's facilities that is <br />necessary to provide service for its.customers. <br />The procedure that was used for determining the <br />used and useful portion of the water treatment <br />plant is as follows: <br />Taking the average of the monthly maximum production <br />days for the test year and multiplying'it by the <br />marginal reserve factor gives us the total adjusted <br />maximum flow. <br />DEC 111979 BOOK PAGE`4 <br />
