<br />ON MOTION by Commissioner Davis, <br />SECONDED by Commissioner Neuberger, the <br />Board unanimously granted special exception use <br />approval for the North County Water Treatment <br />Plant expansion with the following condition: Prior <br />to issuance of a certificate of occupancy for Phase 2, <br />all required landscape buffers and opaque features <br />shall be installed, as recommended in the <br />memorandum of May 10, 2006. <br /> <br />9.A.2. Approval to attach units can be granted through the special exception <br />approval process, as was requested here. <br /> <br />Director Boling displayed an aerial view of Lake in the Woods that showed any <br />development on that site would be next to multi-family sites. The Planning and Zoning <br />Commission (PZC) voted 5-2 to recommend to the Board to deny this request. They had concerns <br />about townhomes being built in lieu of a residential multi family area. PZC also had concerns <br />about traffic.
