Neuberger, Vice Chairman Gary C. Wheeler, and Commissioners Sandra <br />L. Bowden, Wesley Davis and Thomas S. Lowther. Also present were County Administrator <br />Joseph Baird, County Attorney William G. Collins II, Executive Aide to the Board Kimberly <br />Massung, and Deputy Clerk Maria I. Suesz. <br />Also present from the Planning and Zoning Commission were Donna A. Keys, <br />Chairman, Bob Bruce, Vice Chairman, George F. Hamner, Jr., Vice Chairman, Scott <br />Chisholm, George Christopher, George W. Gross, P.E., and Ann Reuter. <br /> <br />1. CALL TO ORDER <br />Chairman Arthur R.
