LIEDNESDAY, DECEMBER 12; 1979 <br />THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, <br />FLORIDA, MET IN SPECIAL SESSION AT THE COURTHOUSE, VERO BEACH, <br />FLORIDA, ON WEDNESDAY, DECEMBER -12, 1979, AT 3:00 O'CLOCK P.M. <br />PRESENT WERE WILLIAM C. WODTKE, JR., CHAIRMAN; ALMA LEE Loy, VICE <br />CHAIRMAN; WILLARD W. SIEBERT, JR.; R. DON DEESON; AND PATRICK B. <br />LYONS, ALSO PRESENT WERE JACK G. JENNINGS, COUNTY ADMINISTRATOR; <br />NEIL NELSON, ASSISTANT COUNTY ADMINISTRATOR; L. S. "TOMMY" THOMAS, <br />INTERGOVERNMENTAL COORDINATOR; AND JANICE W. CALDWELL, DEPUTY CLERK. <br />THE CHAIRMAN CALLED THE MEETING TO ORDER AND ANNOUNCED <br />THAT IT IS BEING HELD TO INTERVIEW PROSPECTIVE ENGINEERS FOR THE <br />REDESIGN OF INDIAN RIVER BOULEVARD FROM STATE ROAD 60 TO BARBER <br />AVENUE. <br />THE FIRST FIRM TO BE INTERVIEWED WAS REYNOLDS, SMITH AND <br />HILLS OF ORLANDO, FLORIDA. MS. HACKIE BORROWES APPROACHED THE <br />BOARD AND INTRODUCED HERSELF AS DIRECTOR OF CLIENT RELATIONS. SHE <br />EXPLAINED THAT THEIR FIRM IS THE OLDEST AND LARGEST LOCALLY -OWNED <br />FIRM IN THE STATE OF FLORIDA, HAVING BEEN IN BUSINESS SINCE 1941. <br />MS. BORROWES COMMENTED THAT THIS JOB WILL BE HANDLED OUT OF THEIR <br />ORLANDO OFFICE, WHICH IS STAFFED WITH 40 PEOPLE; THEIR CORPORATE <br />FAMILY HAS 756 PEOPLE. SHE THEN PROCEEDED TO SHOW SLIDES OF THE <br />VARIOUS PERSONNEL WHO WOULD BE WORKING ON THIS PROJECT; AND MR. <br />BOCHIARDY, VICE PRESIDENT, WILL BE TOTALLY RESPONSIBLE. <br />ALLEN BAXLEY, CIVIL ENGINEER AND CONSULTANT, EXPLAINED <br />THAT HE HAS HAD EXTENSIVE EXPERIENCE IN HIGHWAY AND ROADWAY DESIGN <br />IN THE SOUTHEASTERN PART OF THE UNITED STATES. HE CONTINUED THAT <br />THE FIRM S PHILOSOPHY IS TO COMPLETE ON TIME AND STAY WITHIN THE <br />BUDGET. MR. BAXLEY MENTIONED THAT THEY HAVE A COMPUTER WHICH SPEEDS <br />UP THEIR PROCESS; AND THEY WILL APPROACH THE PROJECT WITH A TEAM <br />CONCEPT. HE REPORTED THAT HE WILL SERVE AS A CONSULTANT AND BRING <br />THIS PROJECT TO A TIMELY CONTROL AND FINISH, AND WILL HAVE TWO OR <br />THREE WEEKLY CONTACTS WITH THE ENVIRONMENTAL AGENCIES REGARDING THE <br />PERMITTING PROCESS WITH THE DER.
