IN AN ATTEMPT <br />TO PROVIDE A MORE EQUITABLE RATE, THE COUNTY INVESTIGATED <br />AND COMMITTED TO GO AHEAD WITH INSTALLATION OF AN AIR <br />CURTAIN DESTRUCTOR TO REDUCE THE COSTS FOR THESE TYPE OF <br />BURNABLE ITEMS. POST, BUCKLEY, THEREFORE, NOW PROPOSES AN <br />INTERIM RATE OF $7.00 PER TON FOR THESE TYPE OF MATERIALS, <br />OR A $2.00 PER TON REDUCTION FROM THE NORMAL CHARGE, WHICH <br />THEY FEEL WOULD REPRESENT A SIZEABLE SAVING FOR THIS KIND <br />OF WASTE. <br />(7) A LINE ITEM SHOULD BE ESTABLISHED THAT IDENTIFIES BUDGET <br />TRANSFERS FOR WORK DONE OUTSIDE THE LANDFILL. MR. COOLEY <br />NOTED THAT HISTORICALLY THERE HAS BEEN SOME EXCHANGE OF <br />EQUIPMENT AND MANPOWER BETWEEN OPERATIONS IN THE COUNTY. <br />THIS WORKS BOTH WAYS, AND ROAD & BRIDGE MIGHT SUPPLY EQUIP- <br />MENT SOMETIMES. TO PROVIDE AN EQUITABLE SITUATION, THERE <br />HAS TO BE A TRANSFER OF FUNDS FOR CREDIT FOR THE EQUIPMENT <br />AND USE OF PERSONNEL. MR. COOLEY BELIEVED THAT THE FINANCE <br />DEPARTMENT HAS ESTABLISHED RENTAL RATES, AND FINANCE OFFICER <br />BARTON CONFIRMED THAT THEY HAVE WORKED UP A PUBLISHED MANUAL <br />OF RATES. <br />CHAIRMAN WODTKE COMMENTED THAT HE WOULD NOT WANT ROAD & <br />BRIDGE, FOR INSTANCE, CHARGED THE SAME RATE AS DICKERSON, AND <br />ASSISTANT ADMINISTRATOR NELSON INFORMED HIM THAT THESE ARE NOT <br />EXORBITANT FEES, BUT REALISTIC AND REASONABLE. HE STATED THAT THE <br />LANDFILL HAS BEEN BORROWING MORE EQUIPMENT THAN VICE VERSA, AND NOTED <br />THAT THE FEES ARE NOT SET UP ON A PROFIT BASIS. <br />(8) THEY ARE RECOMMENDING THAT $20,000 BE SET ASIDE FROM THE <br />FISCAL YEAR 1979 BUDGET FOR INITIAL LANDSCAPING, AND THIS WORK <br />SHOULD BE COMPLETED AS SOON AS POSSIBLE BECAUSE THERE IS SOME <br />EROSION OCCURRING IN THE SIDE SLOPES, PARTICULARLY THAT FACING <br />ALONG I-95. THE LANDSCAPING WOULD BOTH CONTROL THE EROSION <br />
