Richard Bialosky, 940 Oyster Shell Lane, thanked the Board for taking time to have the <br />workshop. He was disappointed that the Windsor project was not included in the evaluation. He <br />felt Windsor creates a sense of place. He encouraged the Board to continue the process and was <br />hopeful that everyone will be open and listen. He believes the future will be something everyone <br />will be proud of. <br />Mr. Robinson referred to the analysis of residential PD's indicating what has been <br />approved and has not. He discovered that only seven were denied and those seven have a land <br />use of R-1, zoned RS -3. He believes the real problem is in the definition of what is 3 -units per <br />acre or 4 -units per acre. He said we are coming into a critical time period and we need to decide <br />whether we want to keep Vero Beach special. Another problem he addressed pertained to the <br />lack of flexibility on the 25' buffer requirement for a planned development. <br />Chairman Macht questioned how the Board could obtain the authority to waive the buffer <br />requirement. <br />Director Keating responded that the Board could amend the Ordinance. <br />Mr. Robinson requested the ability to plant trees along the right-of-way to make a better <br />roadway presentation. <br />Chairman Macht thought that decision was up to the Department of Transportation. <br />Commissioner Ginn said some communities do it and we should also. <br />Public Works Director Jim Davis responded briefly to the issues: as far as tree plantings, <br />he described the elements involved in a right-of-way and noted that if he could fit all of the <br />elements (utilities) in the right-of-way and still have trees, he would like to see it done. For <br />stormwater drainage, he explained that percolation depends on the underlying soil status. Most <br />of the soil types are B/D -soils west of 43rd Avenue. They have found the drainage systems west <br />of 43rdAvenue do not work, especially being closer to the flood plain and at a further distance <br />from the Indian River. He recommended mandating wet retention systems unless there is an <br />extensive layer of A -soils that are good percolating soils. As to completion of the road work at <br />JUNE 13, 2003 9 <br />
