Geraghty & Miller, Inc. <br />-2- 7 January 19ED <br />report; and meeting with the Joint Venture, regulatory <br />agencies, and county personnel. <br />Task 1-- Preparation of Specifications and Contractor's <br />Proposal Form <br />Geraghty & Miller, Inc., will prepare technical spec- <br />ifications for the testing program. The number of wells <br />to be installed in the testing program will depend upon the <br />findings of the well inventory and a decision by County <br />Commissioners to proceed with the testing. The hydrogeologic <br />requirements of the testing program are quite technical and <br />detailed, and bidders will need a clear understanding of the <br />work in order to satisfy these requirements. In addition, <br />because the wells that will be drilled in this program <br />may eventually be used as production wells, it is expected <br />that the County and the Joint Venture will also have input <br />to the specifications. Geraghty & Miller, Inc., will work <br />closely with these groups in preparing -these specifications. <br />The estimated cost of Task 1 is $5,000. <br />Task 2-- Well, Permit, and User Inventory <br />Results of the preliminary hydrogeologic investigation in- <br />dicate that the proposed diversion will impact wells tapping <br />the Floridan Aquifer over a large area extending outside the <br />taxing district. The well owners undoubtedly will form the <br />principal group of objectors to the proposed diversion. Indian <br />River County must be aware of the potential objectors, and the <br />locations, capacities, and usage patterns of individual wells <br />before submitting a water -use application. In addition, <br />because a potential for water -quality degradation may exist in <br />the Floridan Aquifer as a result of upward movement of poorer <br />quality water from greater depths, the total depth, cased <br />depth, and present water quality in existing wells should be <br />documented. This potential for upward movement is of critical <br />concern to the St. Johns River Water Management District. <br />Geraghty & Miller, Inc., will complete an inventory of wells, <br />legal users, and permitted diversions from the Floridan Aquifer <br />BOOK 44 M&E 521 <br />JAN 91900 <br />
