All property <br />owners will be treated equally. Uniformity can and will be achieved but not <br />at 100%, which would unduly burden our citizens. <br />Second, we will propose a constitutional amendment to restrict local <br />government tax collections to no more than 5% over collections in the prior <br />year, unless the voters, by referendum, approve higher taxes.
