Attorney DeBraal disclosed that the appraisal on the Stamile property had been done in <br />November 2007. <br />The Commissioners discussed the fluctuations in commercial and residential property <br />values, from 2007 to the present. <br />Commissioner O'Bryan felt that the value of the property was probably less than value <br />set forth in the appraisal; however, if the 15% incentive for a willing seller is included, the price <br />would probably be as presented therein. However, he agreed with Commissioner Solari that the <br />citrus trees do not add value, thus would support staff's recommendation less the $13,000 <br />amount for the citrus trees and irrigation. <br />MOTION WAS MADE by Commissioner O'Bryan, <br />SECONDED by Commissioner Wheeler, to approve <br />staff's recommendation, conditioned upon the deletion of <br />the $13,000 as reimbursement for the citrus <br />trees/irrigation. <br />Chairman Davis inquired whether the Commissioners wanted to leave in some value for <br />repairs to the irrigation system, which he believed was a legitimate expense. <br />Bill Mills, 800 8th Street, Real Estate Management Group, representing Beale Holdings, <br />conveyed to the Board how the property owner would lose income, as a result of the County's <br />purchase. <br />Chairman Davis requested that staff provide tighter figures in the future, so that if a <br />questionable cost arises, such as the cost for fixing the irrigation system, the backup would be <br />available to justify said expense. <br />Bob Johnson explained why he believed the County was paying too much for the subject <br />right-of-way. <br />27 <br />June 2, 2009 <br />
