Lowther reminded everyone the Board had met with this developer <br />previously and he had promised to do certain things and did not. Therefore, Commissioner Lowther <br />believed plat approval should not be granted. County Attorney William G. Collins II explained a <br />developer has to complete so many items on a county code checklist, and when he has accomplished that, <br />he is entitled to plat approval. County Attorney Collins felt Commissioner Lowther had issues with some <br />contractual obligations under a previous plat. He explained plat approval could not be denied based on <br />that. Commissioner Lowther questioned why this developer was given a Certificate of Completion. He <br />felt that the developer moves from development to development and does not complete his requirements. <br />Chris Kafer, County Engineer, explained the developer on this plat is not the original developer. <br />Engle Homes is the developer on this. <br />Several Commissioners expressed concern over the developers past performance. <br />Joe Bittle <br />, Schulke, Bittle, & Stoddard, explained the different villages of Citrus Springs. <br />Tony Angelastro <br />, Village of Citrus Springs, discussed the problems regarding this developer. <br />County Administrator Joseph A. Baird stated this is a complicated matter and there is some <br />litigation involved regarding this developer. <br /> <br />ON MOTION by Commissioner Davis, SECONDED by <br />Commissioner Bowden, the Board unanimously granted final plat <br />approval for Citrus Springs PD – Village G, as recommended in <br />the memorandum of June 12, 2006. <br /> <br />June 20, 2006 <br />8 <br /> <br />
