Consideration of the Indian River County Evaluation and <br />Appraisal Report (EAR) Public Participation Plan <br /> <br />ON MOTION by Commissioner Lowther, SECONDED by <br />Commissioner Davis, the Board unanimously approved the public <br />participation plan, as recommended in the memorandum of June <br />13, 2006. <br /> <br />The Chairman called a short recess at 11:50 a.m. for closed captioning purposes and <br />reconvened at 11:58 a.m. with all members present and Athena Adams as Deputy Clerk. <br /> <br />11.B. ES <br />MERGENCY ERVICES <br />11.B.1. Request from Sebastian Police Department for a Public Safety <br />Answering Point (PSAP) <br /> <br />Sebastian Police Chief Jim Davis <br /> commented that the backup material for this item contained <br />very negative comments that do not reflect the facts, as they exist. He provided a history of the dispatch <br />system in Sebastian and expressed their need for a PSAP, which is demonstrated by an increasing number <br />of transferred calls from the Sheriff’s Office. The addition of a PSAP would improve the response time <br />for Sebastian residents. Sebastian’s 911 system “is broken” and he urged the Board to consider taking <br />steps to correct the problem. <br />June 20, 2006 <br />19 <br /> <br />
