A lengthy discussion ensued as the Commissioners expressed approval or opposition to <br />Commissioner Wheeler's suggestion to have Commissioner O'Bryan participate in the early <br />stages of the eminent domain negotiations. Commissioner O'Bryan amended his Motion as <br />follows: <br />MOTION WAS AMENDED by Commissioner O'Bryan, <br />SECONDED by Commissioner Wheeler, to approve the <br />purchase of the needed right-of-way from Glen Besancon, <br />based upon a land value of $55,000 per acre; inclusive of <br />engineering fees of $1,000, with no compensation paid for <br />the driveways or grass, with all other terms of agreement <br />to hold, and with the Attorney's fee to be based upon <br />percentage of the revised total purchase price. <br />Mr. Paladin proposed to include in the bid process, the specification that an appraiser <br />would attend a Board of County Commission meeting to provide answers to any questions which <br />might arise on his or her appraisal. <br />County Administrator Joseph Baird suggested that the Board create a Negotiations <br />Committee for right-of-way acquisitions, to be comprised of the County Attorney or his <br />designee; Assistant County Administrator Michael Zito; a staff member from Engineering; and a <br />Commissioner -Liaison. <br />Commissioners Wheeler and Solari supported Administrator Baird's suggestion, and <br />Commissioner Wheeler suggested that Commissioner O'Bryan be appointed as the liaison. <br />The Chairman CALLED THE QUESTION, and the <br />Motion carried unanimously.
