Charlie Wilson, 1057 6th Ave., talked about the efficiency and affability of <br />County staff, but agreed with a remark made earlier by Representative Poppell that there is <br />always room for improvement. He suggested that when a group is put together, perhaps people <br />such as new or retired CEO's, could be appointed to provide fresh input. He also suggested <br />having an ombudsman to oversee and walk people through the system. <br />Joseph Paladin, Black Swan Consulting, had two suggestions: (1) Assign one <br />staff member to a particular permit so that one contact could be provided to a business person; <br />and (2) Have all the information available at the onset of the permitting process, regarding what <br />the business needs to address. <br />Further discussion ensued as the Board noted that Administrator Baird already <br />acted as a points person for incoming businesses. <br />Commissioner O'Bryan clarified that there were two elements involved in the <br />development of a strategy: (1) To have the Economic Development Council work within the 30 - <br />day parameter (as a Sunshine Committee), to come up with an advertising program to highlight <br />the Piper decision, and to send the message that the County is business friendly; and (2) To <br />survey the builder and developer community for suggestions on improving the permitting <br />process. <br />Vice Chairman Davis MOVED, SECONDED by <br />Chairman Bowden, to survey those who are utilizing the <br />building department for the purpose of obtaining <br />constructive criticism. <br />Under Discussion, Commissioner O'Bryan asked those in the developer <br />community to spread the word that the County is seeking constructive criticism. <br />39 <br />June 3, 2008 <br />
