F E B 2 0 1960 coax FAf $ <br />COMMISSIONER WODTKE STATED HE WOULD BE INTERESTED IN <br />EXPANDING THE COUNTY'S OCEANFRONT LAND. - <br />MOTION WAS MADE BY COMMISSIONER WODTKE, SECONDED BY COM- <br />MISSIONER DEESON, THAT THE'COUNTY ADVISE THE OWNER MAKING THIS REQUEST <br />THAT THE COUNTY IS INTERESTED, AND IN ORDER TO HAVE A DETERMINATION.. <br />OF THE FAIR MARKET VALUE, AUTHORIZE APPRAISALS OF THE PROPERTY. <br />CHAIRMAN SIEBERT STRESSED THAT HE WOULD NOT LIKE TO SEE <br />THE COUNTY GIVE UP THE RIVERFRONT PROPERTY. <br />COMMISSIONER LYONS NOTED IT WOULD BE GOOD TO HAVE ADDITIONAL <br />LAND ADJACENT TO THE COUNTY BEACH PROPERTY. <br />DISCUSSION FOLLOWED ABOUT THE APPRAISAL. <br />ADMINISTRATOR JENNINGS BROUGHT TO THE BOARD'S ATTENTION <br />THE FACT THAT THE COUNTY PERFECTED TITLE ON THE BAY BOTTOM OUT TO <br />THE ESTABLISHED BULKHEAD LINE SOME 1,036` INTO THE RIVER, AND IT <br />WOULD BE IMPOSSIBLE TO PERFECT TITLE ON THE BAY BOTTOM NOW. HE <br />STATED THAT THE PEOPLE INTERESTED IN TRADING DID NOT PERFECT THEIR <br />TITLE, WHICH IS SOMETHING THAT SHOULD BE CONSIDERED. HE THEN DISPLAYED <br />A SURVEY TO THE BOARD. <br />INTERGOVERNMENTAL COORDINATOR THOMAS ASKED IF THE APPRAISAL <br />WAS TO BE MADE AT THE EXPENSE OF THE COUNTY, AND HE WAS ADVISED <br />AFFIRMATIVELY. <br />THE CHAIRMAN CALLED FOR THE QUESTION. IT WAS VOTED ON AND <br />PASSED UNANIMOUSLY. <br />ATTORNEY SAMUEL A. BLOCK APPROACHED THE BOARD REGARDING <br />APPROVAL FOR FILLING A WATERWAY, AS REQUESTED BY .PAUL AND CAROLE <br />BAKULE. HE EXPLAINED THAT THE BAKULES HAVE GONE THROUGH THE DEPART- <br />MENT OF ENVIRONMENTAL REGULATION AND THE CORPS OF ENGINEERS TRYING TO <br />RECOUP THE PROPERTY THEY LOST DUE TO HURRICANE DAVID. HE CONTINUED <br />THAT PREVIOUS TO THE HURRICANE, THEY HAD NO MANGROVES OR-CORDGRASS <br />IN THEIR WATERWAY, BUT THEY WILL PUT MANGROVES AND CORDGRASS IN THE <br />AREA. ATTORNEY BLOCK WENT ON TO SAY THAT FLORIDA STATUTES, SECTION <br />253.124 REQUIRES THAT THE BOARD READ INTO THEIR MINUTES THE BIOLOGICAL <br />COMMENTS OF THE DER AND ACCEPT THE APPLICATION FILED BY PAUL AND <br />CAROLE.BAKULE; THIS IS NOW HIS REQUEST. <br />
