NOTICE OF THE PUBLIC HEARING WAS SENT TO ROBERT E. AND <br />SUSAN A. FIELDS, CIBA-GEIGY CORP., MURRAY AND MABEL MICHAEL, AND <br />UNIVERSAL MOLD LTD., BY THE CLERK OF THE CIRCUIT COURT AS REQUIRED <br />BY FLORIDA STATUTE 125.66. COPIES OF SAID NOTICES ARE ON FILE IN <br />THE OFFICE OF THE CLERK. <br />PLANNER VICKIE RENNA INFORMED THE BOARD THAT THE SUBJECT <br />PROPERTY CONSISTS OF 10 ACRES LOCATED ON THE NORTH SIDE OF NORTH <br />WINTER BEACH ROAD WEST OF KINGS HIGHWAY. THE APPLICANT IS REQUESTING <br />THE ZONING CHANGE IN ORDER TO CONSTRUCT A BARN FOR HIS LIVESTOCK <br />AND TO TRAIN BIRD DOGS. THE SURROUNDING AREA IS EITHER IN AGRICULTURAL <br />USE OR UNDEVELOPED WITH A FEW SCATTERED RESIDENCES, AND THE PRESENT <br />LAND USE PLAN SHOWS LOW DENSITY. MS. RENNA CONTINUED THAT THE <br />PLANNING STAFF RECOMMENDS THAT THE REQUEST BE APPROVED SINCE THE <br />PRIMARY USE OF THIS AREA IS AGRICULTURE IN NATURE. <br />PLANNING DIRECTOR REVER REPORTED THAT THIS WAS DISCUSSED <br />AT LENGTH WITH THE PLANNING & ZONING COMMISSION, AND IT WAS DETERMINED <br />THAT ALTHOUGH THIS CONSTITUTES SPOT ZONING TECHNICALLY, IT WAS THE <br />FEELING THAT THE AREA GENERALLY IS IN AGRICULTURAL USE AND THIS WOULD <br />NOT ACTUALLY CHANGE THE PHYSICAL USE OF THE AREA. HE CONTINUED <br />THAT IN THE PROCESS OF DEVELOPING A NEW LAND USE PLAN, IT IS ANTICI- <br />PATED THAT THE URBAN DEVELOPING AREA WILL PROBABLY RUN OUT TO ABOUT <br />KINGS HIGHWAY, AND THIS PROPERTY IS OUT BEYOND THAT AREA. HE <br />FURTHER NOTED THAT IT DOES PRESENTLY CONSTITUTE A HOLDING ZONE TYPE <br />OF AREA, AND THEY FEEL THAT THIS AREA PROBABLY WAS REZONED R-1 <br />PREMATURELY AND SHOULD HAVE REMAINED AGRICULTURAL. HE NOTED THAT <br />THERE IS AGRICULTURAL TO THE EAST AND SOME TO THE WEST, AND THERE <br />IS ONLY ONE AREA.OF R-1, WHICH IS IN BETWEEN TWO AGRICULTURAL AREAS. <br />ACTUALLY, THIS WOULD BE A SPOT ZONE WITHIN A SPOT ZONE, MR. REVER <br />STATED THAT THE PLANNING & ZONING COMMISSION D.ID VOTE IN FAVOR OF <br />THE REQUEST.' <br />ROBERT FIELDS, OWNER OF THE SUBJECT PROPERTY,, INFORMED THE <br />BOARD THAT HIS INTENTIONS ARE TO BUILD A HOME ON THIS PROPERTY AND <br />RAISE BIRD DOGS AND WALKING HORSES, AND HE WOULD FEEL MORE COMFORTABLE <br />HAVING THE -AGRICULTURAL ZONING. <br />FEB 2 0 1980 55 BOOK 42 ,?AGE 7,' , .. <br />
