<br />Administrator Baird explained the problem of renting office space is getting <br />expensive. He found the cheapest way to rent space was to lease back part of the <br />same building the County rents to the Treasure Coast Homeless Services Council <br />(TCHSC). The TCHSC has a 30-year lease with the County at $1 a year and they <br />have the right to sublease space to raise operating capital. Should the TCHSC lease <br />back space to the County, they are asking the County to pay $30,000 a year to cover <br />some of their operating expenses. Administrator Baird felt it was fair. He said they <br />are looking at a time period of two years. <br />Discussion ensued regarding the County’s cost of leasing space in a County <br />building. <br />Dick Stark <br />, Chairman of the Treasure Coast Homeless Services Council, <br />reviewed the Council’s activities and achievements, and their sources of funds. He <br />explained Martin County, St. Lucie County, and other entities are involved in their <br />operation and expenses. He did not believe any of them would be interested in <br />paying the additional expenses because they are not capable of subleasing space. <br />Vice Chairman Neuberger was agreeable to offsetting some of the operating cost, <br />but not all of it. <br />Chairman Lowther agreed with Vice Chairman Neuberger. <br />Management and Budget Director Jason Brown advised currently they are funding <br />the Council $25,000 dollars for 2005 and again in 2006. <br />June 7, 2005 11 <br /> <br />
