I <br />ax 42. pAc'E885 <br />IN FURTHER DISCUSSION, IT WAS GENERALLY AGREED THAT THE 201 <br />HEARING SHOULD BE HELD IN CITY HALL, IF AVAILABLE, ON WEDNESDAY, <br />APRIL 16, 1980, AT 7:00 P.M., AND THE USE OF A COURT REPORTER AND <br />A BACK-UP TAPE WAS ALSO DISCUSSED. <br />COMMISSIONER WODTKE REQUESTED THAT THE ADMINISTRATOR HANDLE <br />THE PUBLIC NOTICES WHICH WILL BE SUBMITTED TO HIM BY CHARLES SWALLOWS. <br />MR. SWALLOWS STATED THAT THIS HEARING SHOULD BE ADVERTISED <br />ONCE 30 DAYS PRIOR, ONCE 15 DAYS PRIOR, AND POSSIBLY ONCE AGAIN 5 <br />DAYS PRIOR. HE RECOMMENDED THAT IT BE ADVERTISED ALL THREE TIMES. <br />CHAIRMAN SIEBERT INFORMED THE BOARD THAT HE HAD RECEIVED A <br />REQUEST FROM THE COMMUNITY DEVELOPMENT DIRECTOR TO SIGN A REQUISITION <br />FOR AN ADDITIONAL $93,542 FOR THE HOUSING ASSISTANCE PAYMENTS PROGRAM, <br />AND HE DID NOT WANT TO SIGN THIS WITHOUT ALL THE COMMISSIONERS BEING <br />AWARE OF IT. <br />COMMUNITY DEVELOPMENT DIRECTOR REGAN REPORTED ON THE STATUS <br />OF THE HOUSING ASSISTANCE PROGRAM, STATING THAT NOT ONLY DO THEY HAVE <br />14 LEASES SIGNED, BUT THERE ARE TEN OTHER OWNERS WHO ARE PAINTING <br />THEIR UNITS, FIXING PLUMBING, ETC., AND HOPEFULLY, THESE WILL BE <br />APPROVED WITHIN THE NEXT TWO TO THREE WEEKS. HE NOTED THAT THIS IS <br />A DIFFICULT PROGRAM BECAUSE OF THE UPPER LIMITS SET ON THE RENTS, <br />BUT CONTINUED THAT THEY HAVE THE LATITUDE TO INCREASE THE RENTS BY <br />ANOTHER 10% IF IT IS DETERMINED THAT THE UNIT IS IN GOOD CONDITION. <br />HE FURTHER NOTED THAT THE FAIR MARKET RENTAL SHOWN IN HIS SUMMARY <br />WILL BE INCREASED ABOUT 15% BY THE GOVERNMENT ON MARCH 31ST. MR. <br />REGAN STATED THAT THEY ARE ABLE,TO FIND HOUSING IN ABOUT FOUR OUT OF <br />10 CASES WHERE PEOPLE ARE ELIGIBLE TO BE ASSISTED. <br />DISCUSSON ENSUED ON THE TECHNICALITIES OF THE PROGRAM, <br />WHETHER RENTALS INCLUDED UTILITIES, ETC., AND CHAIRMAN SIEBERT STATED <br />THAT WHAT CONCERNS HIM IS HOW MUCH WE HAVE SPENT ON THE ADMINISTRA- <br />TION OF THIS PROGRAM IN RELATION TO WHAT WE HAVE ACCOMPLISHED. <br />THE BOARD THEN WENT INTO A DETAILED DISCUSSION OF THE SALA- <br />RIES PAID, OVERHEAD EXPENSES, AND START-UP FUNDS, WHICH AMOUNT TO <br />$40,000. IT WAS NOTED WE HAVE 120 UNITS APPROVED AND SO FAR HAVE <br />FILLED 14 WITH TEN ANTICIPATED. <br />77 <br />MAM 1980 <br />
