Jackson and others. At your <br />meeting on March 19, we will be presenting to you a petition <br />signed by 1184 citizens of the County who oppose the County's <br />proposed construction of a sewage treatment plant on Kings <br />Highway between North Gifford Road and Lindsey Road. <br />As you know, we opposed the County application for <br />a construction permit in proceedings before the State Depart- <br />ment of Environmental Regulation. The hearing officer has <br />filed her recommended order in which she states that the <br />proposed plant would not cause pollution in violation of <br />standards established by that Department. The recommended <br />order further states that DER has no standards regulating <br />viruses in effluent discharges, that large numbers of virus <br />exist in the effluent discharged from this kind of plant <br />and the viruses remain viable after passage through the <br />plant. <br />The recommended order further states that.DER does <br />not consider local issues relating to zoning, the propriety <br />of expenditure of public funds or the like and because the <br />County has applied only for_,a construction permit, DER is <br />not required to consider and has not considered whether <br />the plant is a necessary or desirable facility. The order <br />does, however, state that the present sewage treatment plant, <br />in -its existing condition, is a greater threat to public <br />health than the proposed plant. <br />We do not -here in this presentation to you take issue <br />reco7-:-elide-' crder. ne are taking issue with it in <br />=ND OFF1Cli uvutl 1', ,t: It l'1': I!N'1'II A%=. 11'NO 01-:A#7!l - FLORIDA <br />i <br />_I <br />
