PROCEDURE FOR <br />DOCUMENTATION, APPROVAL, AND FUNDING <br />SEQUENCE FOR UTILITY DEVELOPMENT <br />This procedure is applicable whether a development is first initiate( <br />or being expanded. An orderly sequence of applying for and obtaining <br />utilities results when this procedure is observed by all developers. Any <br />other sequence will lead to confusion and probably a waste of time and <br />money. This sequence is consistent with existing and pending ordinances. <br />Step 1 - Included with data submitted for a plat or site plan approvE <br />the developer must have information as to the planning for water and <br />sewer utilities. The information shall be in three copies of a report, <br />signed and sealed, by the developer's engineer. The following type of <br />information shall be included in the report: <br />Number of units. <br />Type of units. <br />Total daily flow requirements. <br />*Method of treatment for water <br />*Treatment quality. <br />Metering concept. <br />and waste water. <br />Specifications for hardware components <br />Number of hydrants and spacing. <br />Any other pertinent utility plans: - <br />and installation methods. <br />(*required unless project will be connected to county utilities system.) <br />This report will be reviewed by the Utilities Director and when <br />found to be suitable, shall be conceptually approved. One copy, stamped <br />and signed, shall be returned to the developer's engineer; one copy shall <br />be retained for the Planning and Zoning Department files; and one copy <br />shall be retained for the Utility Department project file. <br />This stage of planning requires the use of the developer's engineer, <br />but the details of the system need not be completed until Steps C-2 or <br />F-6 as indicated on the sequence diagram. In the event the development <br />is to be franchised, the application must be prepared and submitted as <br />required by the county ordinances and regulations. If the development <br />will be connected to a county system, confirmation of this intent must <br />be obtained through the above described conceptual approval. <br />After the site plan is approved, the exact sequence depends whether <br />the development is to be connected to an existing county system or whether <br />the developer must have a franchise system. Referring to the sequence <br />diagram, the description below will cover Steps C-2 through C-4 or F-2 <br />through F-7; then 8 through 11. <br />Connection to County System <br />Step C-2 - Where the developer will connect to an existing county <br />water system and/or waste water system, the developer can obtain from the <br />Utilities Department preliminary information on the requirements. Two <br />copies of a blank agreement form will be given to the developer which <br />spell out his obligations and the county obligations. The developer must <br />retain an engineer who will plan, oversee and certify that installation <br />of the system meets the plans and specifications. Four sets of signed <br />and sealed plans will be submitted to the county for approval.. <br />The county will review the plans as to completeness, meeting specs, <br />compliance with master plans and ordinances. Any changes will be.reviewed <br />with the developer's engineer. The plans will then be amended to comply <br />with requirements. The Utilities Director will approve the plans when they <br />meet requirements by signing the four sets of plans and specs and returninc_- <br />one signed set to the developer's engineer. It is this set of plans which <br />must be used for the utility construction. Any subsequent revisions shall <br />require approval for those* changes. <br />A <br />l <br />MAR 191980 Booz. 43.
