COMMISSIONER LYONS COMMENTED THAT THE ONE ITEM IN THIS <br />REGARD HE MENTIONED AT THE LAST BOARD MEETING WAS THE QUESTION OF <br />FINANCING THE WATER/SEWER LINE IN THE SOUTH BEACH AREA. HE STATED <br />THAT HE HAS DISCUSSED THIS WITH COORDINATOR THOMAS, WHO HAS REVIEWED <br />IT WITH HOUGH & COMPANY, AND IT APPEARS, IF WE WANT TO PROCEED ALONG <br />THE LINE OF AN ASSESSMENT ROLL, THERE WOULD BE NO PROBLEM WITH HAVING <br />A BOND ISSUE BACKED BY THE ASSESSMENT ROLL. HOUGH & CO. INFORMED <br />THEM THAT THEY AND OTHERS HAVE FINANCED A NUMBER OF PROJECTS THIS WAY, <br />AND THEY, IN FACT, FEEL THAT THE BONDS WOULD -SELL (QUITE EASILY BECAUSE <br />THEY WOULD BE RELATIVELY SHORT TERM BONDS - PROBABLY UP TO 10 YEARS. <br />HE REITERATED THAT THIS HAD BEEN ONE OF THE MAJOR --STUMBLING BLOCKS AS <br />FAR AS THE CITY WAS CONCERNED, AND HE NOW ANTICIPATES"NO PROBLEM <br />WITH THE FINANCING. <br />COMMISSIONER Loy INQUIRED ABOUT ALLOCATIONS, AND COMMISSIONER <br />LYONS STATED THAT WE STILL HAVE THE 600,000 GPD FOR THE 6TH AVENUE <br />AREA AND ADEQUATE GALLONAGE FOR SOUTH BEACH, AND THEN THERE IS ABOUT <br />540,000 GPD.FOR INDIAN RIVER SHORES. HE NOTED THAT THESE ARE THE <br />FIGURES THAT HAVE BEEN KICKED BACK AND FORTH CONTINUOUSLY BETWEEN THE <br />CITY AND THE COUNTY. <br />COMMISSIONER WODTKE ASKED IF THIS REDUCES THE ALLOCATION <br />IN GIFFORD, AND ATTORNEY COLLINS EXPLAINED THAT IT DOES. NOT BECAUSE <br />WE ARE TALKING SEWER AND THE ONLY ALLOCATION IN GlIFFORD IS WATER. HE <br />CONTINUED THAT IT DOES REDUCE THE SEWER IN SOUTH REACH BY THE EXCLUDING <br />OF MANY OF THE EXISTING SUBDIVISIONS SO IT SEEMS FEASIBLE FOR THE <br />SHORT TERM (5-7 YEARS) OR UNTIL THE ALLOCATION IS FREED UP ON 6TH <br />,AVENUE WHEN IT IS SERVED BY THE COUNTY PLANT. HE FELT IT WILL BE <br />SUFFICIENT BECAUSE OF THE SEPTIC TANKS ON THE BEACH SIDE AND THE <br />AVAILABILITY OF PACKAGE PLANTS ON THE RIVER SIDE. <br />COMMISSIONER LYONS STATED THAT HIS FINAL RECOMMENDATION <br />WOULD BE THAT WE OUGHT TO FINANCE ONCE AND FOR ALL THE RIGHT SIZE LINES <br />FOR SEWER AND WATER AND GET IT OVER WITH. HE INQUIRED WHEN THE BOARD <br />WILL GET THE REDRAFTED DOCUMENTS, AND ATTORNEY COLLINS STATED THAT HE <br />WOULD TRY TO HAVE THEM BY THE NEXT MEETING. <br />r <br />0 <br />53 BOOK 4, PA <br />.
