BEINDORF HAS OFFERED THE BOARD MtODAY, BUT CONTINUED THAT HE <br />IS CONCERNED NOT JUST WITH VILLAGE GREEN, BUT WITH THE FACT THAT WHEN <br />A DEVELOPER COMES INTO THIS COUNTY, HE SHOULD PUT UP SUFFICIENT CASH <br />TO COMPLETE HIS PROJECT AND ALSO FELT, FOR THE COUNTY'S PROTECTION, <br />THERE SHOULD BE A LETTER OF COMMITTAL MAKING THE DEVELOPER RESPONSIBLE <br />FOR ANY ESCALATION CLAUSES THAT AFFECT HIS PROJECTI: THE ADMINISTRATOR <br />THEN PROCEEDED TO INFORM THE BOARD OF THE DIFFICULTIES INVOLVED IN <br />KEEPING UP WITH A PROJECT OF THIS SIZE AND ISSUING CREDITS FOR <br />PARTIALLY COMPLETED WORK. HE STATED THAT IT WOULD TAKE A FULL TIME <br />MAN TO KEEP UP WITH THIS PRACTICE ON A COUNTY LEVEL, AND HE DOES NOT <br />FEEL IT IS A GOOD SOUND BASIS FOR THE COUNTY TO OPERATE ON. HE NOTED <br />THAT'THEY ARE HANDLING FOUR PROJECTS RIGHT NOW ON A DIFFERENT BASIS. <br />HE REITERATED THAT HE WOULD GO ALONG WITH WHAT MR. BEINDORF HAS <br />PRESENTED TODAY BECAUSE THERE ARE MOBILE HOMES STORED ALL OVER THIS <br />PROPERTY. <br />COMMISSIONER WODTKE AGREED THAT THIS COULD GET VERY CONFUSING, <br />ESPECIALLY WHEN YOU ARE GOING FROM SECTION TO SECTION AND HAVE ONE <br />ONLY 80% COMPLETED. HE NOTED THAT THE BOARD GOT INVOLVED IN THIS TYPE <br />OF THING MAINLY TO ACCOMMODATE THE DEVELOPER, BUT HE FELT THAT IT HAS <br />STARTED TO SNOWBALL. <br />CHAIRMAN SIEBERT STATED THAT HE DID NOT BELIEVE HE COULD <br />EVER ALLOW ANYONE TO HOOK UP PRIOR TO THE FRANCHISE BEING ISSUED. <br />MR. BEINDORF COMMENTED THAT IF THIS GIVES THE BOARD AN <br />UNCOMFORTABLE FEELIN-G,- HIS -CLIENT DOESN'T EVEN WANT TO DISCUSS IT <br />AND WOULD PREFER THAT THE BOARD FORGET THE REQUEST TO HOOK UP THE <br />WATER AND SEWER BEFORE THE FRANCHISE IS GRANTED. HE NOTED THAT THIS <br />ALL GOT STARTED WHEN THIS WAS SPREAD INTO BONDS ON DIFFERENT UNITS, <br />AND HE FELT THAT WHERE THEY ERRED WAS IN NOT ASKING FOR THE WHOLE <br />THING IN THE BEGINNING. MR. BEINDORF POINTED OUT, HOWEVER, THAT THESE <br />ARE FIRM BID PRICES SO THERE IS NO REASON FOR CONCERN ABOUT AN <br />ESCALATION CLAUSE. HE EMPHASIZED THAT THEY DO NOT WANT TO GET AT ODDS <br />WITH THE COUNTY IN ANY MANNER, AND WHILE THE MONEY THEY ARE NOW <br />76 <br />
