COMMISSIONER LYONS STATED THAT HE WOULD LIKE THE COUNTY TO <br />CONSIDER JOINING IN AND FILING AN AMICUS CURIAE BECAUSE HE FELT THAT <br />THIS CASE IS A VERY FAR REACHING ONE, WHICH PUTS A LOT OF OUR ZONING, <br />IN JEOPARDY. <br />ATTORNEY COLLINS AGREED AND FELT IT WOULD COST BETWEEN <br />$1,500 TO $2,000 TO FILE SUCH A BRIEF. <br />COMMISSIONER LYONS NOTED THAT A LOT OF THE MATERIAL FOR <br />THE BRIEF IS AVAILABLE AT THE REGIONAL PLANNING COUNCIL AND ASKED <br />IF THIS WOULD HAVE AN AFFECT ON THE COST OF FILING. ATTORNEY COLLINS <br />STATED THAT IT VERY DEFINITELY WOULD. <br />ON LOTION BY COMMISSIONER LYONS, SECONDE--D BY COMMISSIONER <br />Loy, THE BOARD UNANIMOUSLY AUTHORIZED THE ATTORNEY TO"FILE AN AMICUS <br />CURIAE AS DISCUSSED ABOVE AT A COST NOT TO EXCEED $1,000. <br />COMMISSIONER LYONS NEXT DISCUSSED HIS FOLLOWING MEMO IN <br />REGARD TO THE LIBRARY: <br />TO: Board of County Commissioners <br />FROM: Commissioner Pat Lyons <br />DATE: March 13, 1980 <br />I attended the Library Board meeting, Tuesday, <br />March 11th and find that they are apparently in dire <br />financial straits. They will fall about $30,000 to <br />$35,000 short of their needs to keep their doors <br />open for the'full year. In other words they would <br />have to close their doors the last three months of the <br />year. <br />The prime reason for their shortage, in my opinion, <br />is under,,budgeting, inflation, and the lack of expected <br />private support. I am sure that they will be coming to <br />the Commission for additional funds. I told them I did <br />not believe that the Commission would act favorably on <br />such a large request and that they must find other ways <br />to make up their deficit. <br />COMMISSIONER LYONS FELT WE SHOULD TAKE A GOOD LOOK AT THE <br />LIBRARY OPERATION SINCE WE ALREADY PICK UP THE MAJOR PART OF THEIR <br />BILL, AND STATED HE WOULD LIKE TO HAVE A STUDY COMMITTEE SET UP TO <br />SURVEY SEVERAL AREAS - THE AMOUNT OF PARTICIPATION - THE NEEDS OF THE <br />POPULATION - WHETHER THE LI�bRARY MEETS THOSE NEEDS - AND WHAT CHANGES <br />MAR 19 1980 _ 87 <br />L_ <br />AMOK 43 PAGE .87 <br />
