July 16, 2003 <br />SPECIAL MEETING OF BOARD OF COUNTY <br />COMMISSIONERS <br />The Board of County Commissioners of Indian River County, Florida, met in <br />Special Session at the County Commission Chambers, 1840 25th Street, Vero Beach, Florida, on <br />Wednesday, July 16, 2003, at 10:00 a.m. Present were Kenneth R. Macht, Chairman; Caroline <br />D. Ginn, Vice Chairman; and Commissioners Fran B. Adams, Thomas S. Lowther, and Arthur <br />R. Neuberger. Also present were James E. Chandler, County Administrator; William G. Collins <br />II, County Attorney; Assistant Administrator Joe Baird; Budget Manager Jason E. Brown; and <br />Patricia "PJ" Jones, Deputy Clerk. (Patricia Ridgely, Deputy Clerk — afternoon session) <br />CALL TO ORDER <br />The Chairman called the meeting to order. <br />INVOCATION & PLEDGE OF ALLEGIANCE <br />Commissioner Ginn gave the Invocation. <br />Commissioner Lowther led the Pledge of Allegiance to the Flag. <br />GENERAL OVERVIEW BY COUNTY ADMINISTRATOR JAMES <br />CHANDLER <br />County Administrator James Chandler gave a brief overview of the proposed <br />Budget and advised that staff will be glad to answer any questions. <br />JULY 16, 2003 1 <br />
