Administrator Baird explained the situation, and assured Mr. Walsh that the public <br />shooting range would be moved from the Enterprise Fund to the Recreation Fund by next year. <br />Katherine Wegel, 8060 142nd Street, Sebastian, spoke in opposition to the proposed <br />budget cuts for Extension Services, which reduced 2 1/2 of the 4 1/Z positions, a 60% cut. She <br />believed that the minimal savings would not be practical, and emphasized, as a Master Gardner, <br />that cutting the two and one half positions (Horticulture, Citrus, and Water Quality agents) would <br />be detrimental to the County. <br />Helene Caseltine, Director of Economic Development for the Indian River County <br />Chamber of Commerce, acknowledged that her office had submitted a 36% budget reduction, in <br />lieu of the requested 25%. She announced that all print advertising had been cut as <br />recommended by the Economic Development Counsel Advisory Board. <br />Wayne Schasane, Lieutenant with Fire Services, wanted to know if his Emergency <br />Services District (ESD) proposed budget could be distributed two weeks prior to the Workshop <br />in the future, since he has so many areas to review. Administrator Baird said that he was under <br />the impression that the departments had picked up their proposed budgets last month. <br />Discussion ensued with regards to the Fund Balance, Capital Projects, Ad Valorem taxes, <br />and utility charges for fire hydrants. <br />Commissioner Wheeler, at the request of Chairman Bowden, agreed to organize a <br />committee that would address fire hydrant issues. <br />Mr. Schasane scrutinized and sought clarification on his proposed budget. <br />Chairman Bowden directed staff to provide Mr. Schasane with the Master Plan. <br />July 16, 2008 11 <br />
