July 17, 2003 <br />SPECIAL MEETING OF BOARD OF COUNTY <br />COMMISSIONERS - BUDGET WORKSHOP <br />Side G — <br />The Board of County Commissioners of Indian River County, Florida, met in <br />Special Session at the County Commission Chambers, 1840 25th Street, Vero Beach, <br />Florida, on Thursday, July 17, 2003, at 9:00 a.m. Present were Kenneth R. Macht, <br />Chairman; Caroline D. Ginn, Vice Chairman; and Commissioners Fran B. Adams, <br />Thomas S. Lowther, and Arthur R. Neuberger. Also present were James E. Chandler, <br />County Administrator; William G. Collins II, County Attorney; Assistant Administrator <br />Joe Baird; Budget Manager Jason E. Brown; and Patricia Ridgely, Deputy Clerk. <br />CALL TO ORDER <br />The Chairman called the meeting to order and announced 2 items remain. The <br />first a Solid Waste Disposal District Public Hearing —Second matter Sheriff's budget. <br />PLEDGE OF ALLEGIANCE TO THE FLAG <br />Led by Commissioner Adams <br />(meeting was recessed briefly to hold the Solid Waste Disposal District public hearing. <br />(Minutes are being prepared separately.) <br />Side G @ 326 <br />SHERIFF ROY RAYMOND <br />Sheriff Raymond aided by Harry Hall, Comptroller — Power Point presentation <br />(copy on file with backup) <br />Budget not padded, all essential - 41 reduced by $405,504 — Federal prisoners not <br />in (is estimated) budget, as rev comes it, it is added to the budget. — 7.8% increase — <br />explains where cuts were made (Side G @ 736) — gas, terminations, health insurance <br />aircards, airtime, corrections sergeant, capital outlay (02/03), i.e. garage front end lift, <br />vehicle sign maker. (Side G @ 906) Letter re review board is in Sheriff section <br />(Citizens' review committee) — explains duties/goals of the committee then findings & <br />recommendations of the committee — before the reductions (side G @ 1123) next is <br />Uncontrollable items $1,373,000 4.7% increase, retirement health insurance workers <br />comp, liability insurance, auto insurance, proud of award re insurance fleet safety and ? <br />aircards & airtime, new computers in cars, $30,000 increase 5 year life — (side G @ 1474) <br />overtime — training $125,000 anticipated increase — homeland security — weapons of <br />mass destruction & other training — SWAT etc. one set of rules for all — no Fed $s come <br />JULY 16, 2003 2 <br />
