McCain & Associates, Inc., spoke on behalf <br />of the applicant, pointing out they will have a "no left turn" sign, and discussed the traffic trips <br />report. They are in agreement with staffs recommendation, and offer to answer any questions. <br />ON MOTION by Vice Chair Bowden, SECONDED by <br />Commissioner Flescher, the Board unanimously found that <br />in conjunction with the recommended conditions: (1) <br />it is empowered under the provisions of Chapter 971 to <br />review the special exceptions applied for; (2) the granting <br />of the special exceptions will not adversely affect the public <br />interest; and (3) the application satisfies the general and <br />specific criteria required for special exception approval. <br />The Board granted special exception use approval for the <br />childcare use with the following condition: Prior to <br />issuance of a certificate of occupancy, the applicant shall <br />install all required buffers and opaque features (opaque <br />features shall consist of a PVC stockade fence), as <br />recommended in the memorandum of July 9, 2007 <br />July 17, 2007 13 <br />
