She told the Board <br />they cannot change the rules midstream under the current policy, and that dictates they do have a <br />seat. <br />Community Development Director Bob Keating, in response to Chairman <br />Wheeler's question, explained that the Sebastian seat was established by a rule, and the Council <br />would need to go through a rule making process to change that. <br />Mayor Savage, City of Fellsmere, pointed out that Fellsmere was supposed to serve <br />as seat for 2007-2008; and due to the elections, that has been a problem. She held up a letter <br />signed by former Chairman Art Neuberger that indicated Fellsmere was appointed the seat for <br />2007/2008. Mayor Savage agreeing with Commissioner Davis's ideas, said Fellsmere wanted to <br />be recognized and be involved in the whole process. <br />MOTION WAS MADE by Commissioner Davis, <br />SECONDED by Commissioner Flescher for discussion, to <br />direct staff to send a letter to the Treasure Coast Regional <br />Planning Council to rescind the Sebastian permanent seat. <br />Chairman Wheeler said that everybody is welcome to attend the TCRPC meetings, <br />and be heard. <br />Mr. Abel thought annual rotation was a good idea, and preferred to start the rotation <br />in 2008. <br />The Chairman CALLED THE QUESTION and the Motion <br />carried unanimously. The Board authorized staff to send a <br />letter to the Treasure Coast Regional Planning Council to <br />rescind the Sebastian permanent seat. <br />July 17, 2007 15 <br />
