<br />County Administrator Baird stated he is totally opposed to a millage cap and believed it would <br />hurt the community. <br />Commissioner Davis debated with the Administrator about the 3% cap. <br />The possibility of adding a second question to the General Election regarding limiting the annual <br />millage increases at 3% was also discussed. <br /> <br />ON MOTION by Commissioner Davis, SECONDED by <br />Commissioner Lowther, the Board, by a vote of 2 – 3 <br />(Commissioners Neuberger, Bowden and Wheeler opposed), <br />FAILED to pass adding the following question on the November <br />ballot: “Do you favor a Joint Resolution of the Florida legislature <br />proposing to amend the Florida Constitution to cap annual <br />assessment increases on ALL taxable real property at 3% or the <br />increase in the Consumer Price Index, whichever is less?” <br /> <br />ON MOTION by Commissioner Davis, SECONDED by <br />Commissioner Lowther, the Board, by a vote of 2 – 3 <br />(Commissioners Neuberger, Bowden and Wheeler opposed), <br />FAILED to pass adding the following question on the November <br />ballot: “Do you favor a 3% annual increase in the millage rate of <br />the Board of County Commissioner s’ Budget?” <br /> <br />July 18, 2006 <br />29 <br /> <br />
